【摘要】:1.1ThisTechnicalReportprovidesguidanceonspecificissues,listedunder1.3below,forapplyingthesafetyprocessrequirementsinEN50126-1toarailwaysystemandfordealingwiththesafetyactivitiesduringthedifferentsystemlifecyclephases.TheguidanceisapplicabletoallsystemscoveredwithinthescopeofEN50126-1.ItassumesthattheusersofthereportarefamiliarwithsafetymattersbutneedguidanceontheapplicationofEN50126-1forsafetyissuesthatarenotorcouldnotbeaddressedinthestandardindetail.1.2EN50126-1isthetop-levelbasicRAMSstandard.Thisapplicationguide,CLC/TR50126-2formsaninformativepartofEN50126-1dealingexplicitlywithsafetyaspectsaslimitedbythescopedefinedin1.3below.1.3LimitationofscopeThescopeislimitedtoprovidingguidanceonlyforthefollowingissuesrelatedtoEN50126-1.i)Productionofatop-levelgenericriskmodelfortherailwaysystemdowntoitsmajorconstituents(e.g.,signalling,rollingstock,infrastructure,etc.)withdefinitionoftheconstituentsofthemodelandtheirinteractions.ii)Developmentofachecklistofcommonfunctionalhazardswithinaconventionalrailwaysystem(includinghighspeedlines,LightRailTrain's,metro's,etc.).iii)GuidanceontheapplicationoftheriskacceptanceprinciplesinEN50126-1.iv)Guidanceontheapplicationoffunctionalsafetyinrailwaysystemsandqualitativeassessmentoftolerableriskwithexamples.v)Guidanceforspecifyingrelevantfunctionalsafetyrequirementsandapportionmentofsafetytargetstotherequirementsforsub-systems(e.g.forrollingstock:doorsystems,brakesystems,etc.).vi)Guidanceontheapplicationofsafetyintegritylevelconcept,throughallthelifecyclephasesofthesystem.vii)Guidanceonmethodsforcombiningprobabilisticanddeterministicmeansforsafetydemonstration.viii)Guidanceontheessentials(incl.maintenance,operation,etc.)fordocumentedevidenceorproofofsafety(safetycase)withproposalsforacommonstructureforsuchdocumentation.1.4AdiagrammaticrepresentationofthescopeandlimitationsofthescopecrosslinkingwiththesafetyactivitieswithinthelifecyclephasesofEN50126-1andtheroles/responsibilitiesoftheprincipalplayersisgiveninTable1below.However,forfullcomprehensionitissuggestedthattheseclausesareconsideredonlyafterthewholedocumenthasbeenread:1.5ThisTechnicalReportisstructuredgenerallytoreflecttheorderofthesafetyprocess.However,theissueswithinthescopeofthereport,aslistedunder1.3above,arecoveredintheclausesastabulatedbelow.
