【摘要】:ThispartofIEC61000providesguidanceonprincipleswhichcanbeusedasthebasisfordeterminingtherequirementsfortheconnectionoffluctuatinginstallationstoMV,HVandEHVpublicpowersystems(LVinstallationsarecoveredinotherIECdocuments).Forthepurposesofthisreport,afluctuatinginstallationmeansaninstallation(whichmaybealoadoragenerator)thatproducesvoltageflickerand/orrapidvoltagechanges.Theprimaryobjectiveistoprovideguidancetosystemoperatorsorownersonengineeringpracticeswhichwillfacilitatetheprovisionofadequateservicequalityforallconnectedcustomers.Inaddressinginstallations,thisdocumentisnotintendedtoreplaceequipmentstandardsforemissionlimits.Thisreportaddressestheallocationofthecapacityofthesystemtoabsorbdisturbances.Itdoesnotaddresshowtomitigatedisturbances,nordoesitaddresshowthecapacityofthesystemcanbeincreased.Sincetheguidelinesoutlinedinthisreportarenecessarilybasedoncertainsimplifyingassumptions,thereisnoguaranteethatthisapproachwillalwaysprovidetheoptimumsolutionforallflickersituations.Therecommendedapproachshouldbeusedwithflexibilityandengineeringjudgmentasfarasengineeringisconcerned,whenapplyingthegivenassessmentproceduresinfullorinpart.Thesystemoperatororownerisresponsibleforspecifyingrequirementsfortheconnectionoffluctuatinginstallationstothesystem.Thefluctuatinginstallationistobeunderstoodasthecustomer’scompleteinstallation(i.e.includingfluctuatingandnonfluctuatingparts).Problemsrelatedtovoltagefluctuationsfallintotwobasiccategories:?Flickereffectfromlightsourcesasaresultofvoltagefluctuations;?Rapidvoltagechangesevenwithinthenormaloperationalvoltagetolerancesareconsideredasadisturbingphenomenon.Thereportgivesguidanceforthecoordinationoftheflickeremissionsbetweendifferentvoltagelevelsinordertomeetthecompatibilitylevelsatthepointofutilisation.Thisreportprimarilyfocusesoncontrollingorlimitingflicker,butaclauseisincludedtoaddressthelimitationofrapidvoltagechanges.NOTETheboundariesbetweenthevariousvoltagelevelsmaybedifferentfordifferentcountries(seeIEV601-01-28)[16].Thisreportusesthefollowingtermsforsystemvoltage:?lowvoltage(LV)referstoUn≤1kV;?mediumvoltage(MV)refersto1kV【中国标准分类号】:L06
